Professor Celestine Oyom Bassey was born in Calabar, Cross River State on 22nd February, 1954 to late Mr. and Mrs. Bassey Edet Inameti-Archibong (Archibong House, Calabar), Cross River State, Nigeria. He is married to Mrs. Stella Bassey with children.

He is a Member of several Professional Associations which include: - Nigerian Political Science Association, Nigerian Society of International Affairs, Canada Associations of African Studies, International Studies Association, Nigerian Society of International Law, African Strategic and Peace Research Group, and Conflict Resolution Stakeholders Network of Nigeria.

He has attended various Conferences in Nigeria, Canada, USA etc. and He is an Author and Publisher of so many Books, Articles and Journals.

Prof did his Secondary Education at St Patrick's College, Ikot Ansa, Calabar. Thereafter he went to the University Of Ibadan for a Diploma in Political Science. He obtained B.A. (Hons) Politics from Lancaster University and thereafter proceeded to Dalhousie University, Canada where he obtained both his M.A. and Ph.D in International Relations and Strategic Studies. He is currently a Lecturer in The University of Calabar, Calabar. The University of Lagos, OAU (IFE), Delsu, Willam Penn (USA)
